A pellet stove downstairs with a 7 meter flue through the roof: 7 meters of twin wall pipe costs 560 to 840 euros, plus a roof penetration kit of €150 to €350, 2 bends for a total of 60 to 180 euros, a rain cap of €60 to €120 and 500 to 900 euros in labor.
Total: 1,350 to 2,400 euros excluding VAT. At 6 percent VAT this comes to around 1,450 to 2,550 euros, at 21 percent to 1,650 to 2,900 euros. The VAT difference alone adds up to 350 euros.

If you are deciding between a new flue and repairing the existing chimney, assess the age and structural condition. A chimney system that is 25 to 30 years old, rusted sections or damage after a chimney fire indicate a complete replacement or relining.
